Toronto Star - Doctor's Notes: Why we should decriminalize marijuana but not legalize it?

In a recent critique, Dr. Harold Kalant of the Department of Pharmacology & Toxicology, University of Toronto, discusses how many of the arguments in favour for legalization (vs. decriminalization) of marijuana are unsupported. It is argued that good policy decisions depend on solid information, and that some important data that would be required to inform decisions about cannabis legalization are not yet available. Therefore, Dr. Kalant concludes that decriminalization of cannabis possession is likely to reduce some of the harms associated with prohibition, but an informed decision about legalization cannot yet be made at the present time.
